Temporary Director, Student Health Services

Job Description

Napa Valley College is seeking an individual with demonstrated clinical and administrative skills to join an outstanding team of faculty, staff, and administrators to provide high quality programs and services to our district, our community, and most importantly, our students.

Student Health Services is a small department, consisting of a Director/Nurse Practitioner, an offsite collaborating Physician, a Licensed Mental Health Therapist, a Medical Assistant/Clinic Coordinator, and (at times) a work-study student receptionist.  The incumbent in this position will be responsible for providing administrative and operational leadership for daily activities and services of the Student Health Services; providing direct patient care as a Certified Nurse Practitioner; supervising assigned staff and interns; and providing information and serving as a resource to others.  The position reports to the Associate Vice President, Student Affairs and is an on-campus position.

This is a temporary, at-will part-time (30 hours/week), 11-months-per-year, educational-administrative position contingent on Student Health Services funding. The salary has an appropriate placement in Range 17 of the current Administrative/Confidential salary schedule. Initial salary placement is $5,758.50 to $6,349.50/month, with future steps up to $8,103.75/month. Monthly salary will be prorated for any partial month of paid service.  Placement on the salary schedule is commensurate with experience.

The college offers a fringe benefit package including medical, dental, vision, disability and life insurance, employee assistance program, and retirement system membership. The district benefit allotment is prorated for less-than-full-time and less-than-twelve-month employees. Full-time twelve-month administrators receive 20 paid holidays, 22 vacation days, and 12 sick leave days per fiscal year.  Paid holidays for this assignment will be determined based on time incumbent is in paid service.  Vacation and sick leave for this assignment will be prorated based on 0.75 FTE (full-time equivalent) and months per year assigned to the position.

DUTIES AND RESPONSIBILITIES

Essential Functions:

  • Collaborates with internal and external personnel (e.g. individuals, staff, students, departments, community agencies, etc.) for the purpose of developing projects/programs/procedures to enhance or diversity health service modalities and serving as a resource and consultant for administration, faculty, staff and students on issues and awareness related to student health and Student Health Services.
  • Compiles data from a variety of sources for the purpose of developing and /or evaluating programs and complying with financial, legal, budget and administrative requirements.
  • Develops programs and procedures for the purpose of providing information to assist students in academic success and retention by providing appropriate health services.
  • Directs day-to-day operations and activities of the Student Health Center for the purpose of providing timely, high-quality services which enhance students’ mental and physical health and contribute to their college success in compliance with Federal and State regulations.
  • Engages in outreach within the NVC community for the purpose of publicizing health services and raise health awareness.
  • Monitors budget allocations, expenditures, fund balances and related financial activities for the purpose of ensuring that allocations are accurate, expenses are within budget limits, fiscal practices are followed.
  • Participates in a variety of meetings, workshops and seminars for the purpose of gathering, conveying and/or sharing information on students’ health needs; networking and collaborating for mutual goals; and/or improving skills and knowledge.
  • Performs personnel functions (e.g. interviewing, evaluating, supervising, etc.) for the purpose of maintaining adequate staffing, enhancing productivity of personnel and achieving objectives within budget.
  • Prepares and maintains clinical records for the purpose of documenting patient care with due regard for maintaining patient confidentiality and ensuring compliance with applicable standards of practice and federal and state laws and regulations.
  • Provides health services (e.g. routine physical exams, order lab tests, family planning counseling, contraception prescription and dispensing, STI diagnosis and treatment, etc.) for the purpose of assisting students to manage their health and/or meet program requirements.
  • Provides advice and consultation to individuals and departments for the purpose of improving response to individual, group or community health needs.
  • Provides and/or coordinates training on a variety of health-related subjects (e.g. CPR, disaster preparedness, child abuse, health education, medication management, policies and procedures, substance abuse, growth and development, food allergies, STDs, hygiene, etc.) for the purpose of implementing current community health principles of communicable disease, epidemiology, prevention and control and serves as a resource to students and staff.
  • Provides urgent and short-term medical care for students (e.g. assessing, diagnosing and treating health conditions; counseling patients about health conditions; ordering needed diagnostic tests; prescribing medications or other therapies, etc.) for the purpose of returning students to optimal health status.
  • Refers students requiring additional medical attention to outside agencies or emergency services for the purpose of providing required follow-up treatment and services.
  • Responds to emergency medical situations, psychological crises and crisis intervention (e.g. severe falls, prescription reactions, bleeding, etc.) for the purpose of ensuring appropriate immediate medical attention and related follow-up action in conjunction with College Police or local emergency medical personnel.
  • Reports health and safety issues to assigned administrator and appropriate agencies (e.g. fights, suspected child or substance abuse, contagious diseases, etc.) for the purpose of maintaining students’ personal safety, a positive learning environment and complying with regulatory requirements and established guidelines.

Other Functions

  • Performs other related duties as assigned for the purpose of ensuring the efficient and effective functioning of the work unit.

JOB REQUIREMENTS

Skills, Knowledge and Abilities

SKILLS are required to perform multiple, highly complex, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: analyzing data and preparing reports; operating standard office equipment including using a variety of software applications, such as Electronic Medical Records Systems; assessment of patient status including health history, physical exam, and diagnostic tests; arriving at an appropriate diagnosis, developing an appropriate plan of care; evaluating medical and professional guidelines in order to apply to specific patients or community health interventions; planning and managing projects; and preparing and maintaining accurate records.

KNOWLEDGE is required to perform advanced math; review and interpret highly technical information, write technical materials, and/or speak persuasively to implement desired actions; and analyze situations to define issues and draw conclusions. Specific knowledge-based competencies required to satisfactorily perform the functions of the job include: preventive and urgent/short-term care of young adults; college and community health care and basic needs resources; area-specific regulations such as HIPAA, CMIA, and FERPA, scope of NP practice under CA law, etc.; personnel processes; standard business practices; program planning and development; concepts of grammar and punctuation; community college procedures and practices; and financial aid policies.

ABILITY is required to schedule a number of activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; work with data utilizing defined but different processes; and operate equipment using standardized methods. Responsibility

Responsibilities include: working under limited supervision using standardized practices and/or methods; directing other persons within a department, large work unit, and/or across several small work units; monitoring budget expenditures. Working Environment

The usual and customary methods of performing the job’s functions require the following physical demands: some lifting, carrying, pushing, and/or pulling, and significant fine finger dexterity. Generally, the job requires 60% sitting, 20% walking, and 20% standing. This job is performed in a generally clean and healthy environment.

Experience:

Two (2) years of experience as a nurse practitioner working with limited supervision in the field of college health or a related field.

Education:

  • Master’s degree from an accredited institution in nursing, public health or related field;
  • California Public Health Nurse certificate (or ability to obtain within 6 months of hire); and
  • California Nurse Practitioner certificate

OR

  • Bachelor’s degree from an accredited institution in nursing;
  • California Public Health Nurse certificate (or ability to obtain within 6 months of hire);
  • California Nurse Practitioner certificate; and
  • Master’s degree from an accredited institution in health education, sociology, psychology, counseling, health care administration, public health or community health

Certificates and Licenses:

  • Valid CA Nurse Practitioner Certification
  • Valid CA Public Health Nurse Certification (or ability to obtain within 6 months of hire)
  • National Provider Identifier (NPI)
  • Valid CA Nurse Practitioner Furnishing Number
  • DEA Provider Number
  • CPR Certificate (or ability to obtain within 6 months of hire)
  • Valid CA Driver’s License & Evidence of Insurability
Continuing Education/Training:
  • Maintains Certificates and/or Licenses

Clearances:

  • Criminal Background Clearance
  • Tuberculosis Clearance
  • COVID-19 Vaccination Clearance

Desirable Qualifications

  • Experience with insertion/removal of long-acting contraceptives (e.g., Nexplanon).
  • Training and experience in psychological first aid and emotional crisis.
  • Training and experience in intervention for individuals and groups.
  • Experience in managing COVID protocols.
